Evaluating business formation in your community requires analyzing the rate and causes of growth or decline in local businesses. Business formation results from a new company locating in the community or from a local entrepreneur starting up a business. Every year some businesses also close through failure or relocation.
  • Not enough innovative economic development taking place
  • Business formation may fall into a pattern that can be exploited as part of an economic development strategy
  • Data difficult to obtain for political units below county
  • If business formation does not exist, that may be an indicator of constraints that need to be addressed
  • May not be particularly useful with stable, smaller economies
  • The general idea is to compare two time periods to see changes. What parameters you examine would be determined by your knowledge of the area you are examining, and how the results would be used
  • The rate and type of business formation is usually one of the critical factors considered before establishing a business incubator

Entrepreneurial activity has increased recently as large companies downsize and their former employees decide to try a start-up business. Throughout the 1990s, entrepreneurial activity increased steadily as more and more technology start-ups found venture capital to fund their ideas. All of this activity has also increased the interest in business incubators among communities looking for a new, innovative economic development strategy. However, the success at developing incubators is mixed.
