Georgia Implementation Examples Lowndes County, GA - The city restricts urban services to its city limits and does not allow development projects to be annexed into the city unless the proposed development could not be accommodated on vacant areas within the current city limits, and there is adequate public facility capacity available to support the annexation.
Implementation Examples Outside Georgia Maryland - Montgomery County, Maryland's comprehensive land use regulations require new developers to demonstrate, prior to receiving a building permit, that the new development will not reduce the level of service below the standards set for certain levels of local services. The county's level of service standards are established in the county's Annual Growth Policy report. If new development threatens to reduce the level of service for any given facility below the applicable standard, the developer is denied a building permit. The level of service standards are defined differently for each facility type.
Minnesota - In Minneapolis-St. Paul, the urban service area boundary is drawn based on a calculation of the 10-year capacity to support new growth. Local planners base the location of the boundary on their employment and population projections for the region. Maintenance of the Twin Cities' urban service boundary is supplemented by regulatory controls that encourage infill development within the urban service area and discourage new development outside it. The urban service area boundary is reconsidered every five years.
