| Tool | Issues Addressed | Considerations | Examples | Density Incentives Around Transit Stations
It is vital for there to be density around transit stations, especially for rail-based transit, and in some cases it cannot be created outright but may be encouraged through various incentives. Such incentives could be financial in nature, or they might relate to zoning or other regulatory changes. | - Developers complaining about local development approval process, especially for innovative projects
- Neighborhood opposition to higher density
- No alternatives to using a car to get places
- No mix of housing sizes, types, and income levels within neighborhoods
- No mix of uses (like corner groceries or drugstores) within neighborhoods

Georgia Implementation Examples Multi County, GA - Flexcar is an hourly rental car service intended for people who live or work in Downtown or Midtown Atlanta and use public transportation as their primary source of transportation.
Implementation Examples Outside Georgia California - The Metropolitan Transportation Commission (MTC) of the San Francisco Bay Area offers capital grants, through its Housing Incentive Program (HIP), to housing units constructed within 1/3 mile of a major transit station or corridor. A project must have a density of at least 25 units per acre, and the grants are calculated based on density, number of bedrooms, and affordability. The funds go towards transportation improvements associated with a project, such as adjacent bicycle paths, pedestrian facilities (including landscaping), and traffic calming efforts. $9 million was allocated, from TEA-21 resources, from FY2000/01 to FY2002/03. The benefits include a greater housing supply, more walkable communities, and increased transit ridership.
