Fix It First Policy

A Fix It First policy gives top priority to repair and reinvestment in existing infrastructure (roads, bridges, water, sewer, power, etc.) by fixing and maintaining what already exists. Funding for expansion, growth, and new purchases is limited, and occurs after existing infrastructure has been properly taken care of and adequately funded. Such a strategy can help communities avoid subsidizing sprawl.
  • Disappearing rural scenery
  • Excessive cost of providing public services/facilities for new development
  • New development locating in areas that should not be developed - such as farmland or environmentally sensitive areas
  • No clear boundary, where town stops and countryside begins
  • Some areas/neighborhoods in need of revitalization
  • Too many trees lost to new development
  • Undeveloped vacant sites close in to town
  • Encourages reinvestment in blighted areas
  • Makes use of existing public facilities and infrastructure, thereby reducing local government costs to support new development
  • May increase housing & development costs
  • Non-regulatory approach for steering new development

Implementation Examples Outside Georgia

Massachusetts - Massachusetts has begun to emphasize the upkeep of its existing infrastructure and transportation networks, rather than funding their expansion. The program puts a special emphasis on areas that are served by public transit. Governor Mitt Romney created the Office of Commonwealth Development (OCD) for this purpose. This office also focuses on promoting development in areas that are served by existing infrastructure and transportation, and on the reuse of vacant buildings for affordable housing.

PDF The PDF file format is the best choice for printing reports and other documents, viewing graphically intensive documents, and observing documents in their original format. You must have the free Adobe Acrobat Reader installed on your computer to view PDF documents. PDF is a very common format for viewing documents on the Internet so installing the Acrobat Reader will be useful on other websites as well.
