Implementation Examples Outside Georgia Oregon - A light rail system was developed in the Portland (Oregon) metropolitan area during the 1980s and 1990s. As the system expanded into suburban areas, several TOD's (transit-oriented developments) were created to maximize the density around the light rail stations. Some of the more important TOD's are the Sunset Transit Center, the Beaverton Central Mixed Use Project, the Murray West Master Plan, and Orenco Station. Interim development regulations were created early in the planning process in order to prevent low-density "sprawl" from taking root in these areas, as this might have prevented the desired higher densities and walkability from being achieved. Within a few years, more longterm ordinances, plans and programs were put in place to bring about compact, dense, pedestrian-friendly TOD's.
Washington - Located in Washington, San Juan County is a coastal island community. While long-range planning was in progress during 2002-2004, there was a need for immediate short-term restrictions on development in certain locations. Therefore interim development regulations were created for "village and hamlet activity centers."
